PORTLAND, Maine (AP) - Maine's Independent Sen. Angus King says senators are "struggling" over whether to authorize military strikes in Syria.

King, who returned to Maine from Washington on Wednesday, said there's a lot of soul-searching as Congress faces a "very, very difficult decision." He said he's weighing the message that would be sent to Iran and other if the U.S. does nothing versus the ramifications of committing an act of war.

The Senate Foreign Relations Committee voted 10-7 on Wednesday to support military strikes but ruled out U.S. combat operations on the ground. The full Senate will take up the measure as early as next week.

President Barack Obama has hinted that he'd order strikes with or without congressional approval, but King said such an action would be a "grave mistake."
