(NEWS CENTER) -- A bipartisan group of Maine lawmakers called the "Gang of 11" says it has come up with a new plan to overhaul the state's tax code.

It would offer relief to Maine residents -- including cutting the income tax rate -- but it would also boost the sales tax, as well as the meals and lodging taxes, which would primarily target out-of-staters.

 We talk with NEWS CENTER political analysts Phil Harriman and Ethan Strimling about whether this plan -- or parts of it -- have a chance at becoming a reality.

Also, Phil and Ethan tells us whether the Department of Education's new "A through F" grading system of Maine's schools is a good idea.
